Mediation Skills Assessment Accreditation (MSA)

The Mediation Skills Assessment (MSA) is the final assessment in the pathway to becoming an SMC Accredited Mediator. Open to candidates who have completed Strategic Conflict Management for Professionals (SCMP) Modules 1 and 2.

Candidates will be evaluated on their ability to conduct the mediation process, manage parties effectively, identify underlying interests, and facilitate mutually acceptable outcomes.

Those who pass the MSA will be accredited as an SMC Accredited Mediator. If you wish to be emplaced on SMC’s Panel of Mediators, you will need to achieve a Distinction in the MSA.

Assessment Schedule

The roleplay and and administrative instructions will be sent approximately 3 days before the assessment.

How to register?

  1. Ensure you meet the eligibility criteria.
  2. Submit your registration through the registration portal (an SAL ID is required).
  3. Registration is subject to approval. Once approved, you will receive an email with instructions to make payment.
  4. Only one active MSA registration is allowed at any one time, including waitlisted registrations.
  5. If your selected session is full, you may join the waitlist. Should a place become available due to a cancellation, the organiser will notify you up to 3 days before the assessment date. Please join the waitlist only if you are able to attend at short notice.
  6. New dates will be updated every quarter, so please check back for the latest available dates.

 All fees are inclusive of GST and subject to change.

A non-refundable booking fee equivalent to 15% of the course fee is included in the fees stated above.

Payment is by online credit card only. Billing to organisations is not available, except for:

  • Bulk registrations (8 or more participants): Please contact [email protected] for 30-day credit arrangements.
  • Government agencies (e-invoice): Register through the registration portal first, then email [email protected] with your billing details and Sub-BU code.

Please note:

  • Payment is required to secure your assessment slot except for e-invoice and bulk registrations.
  • SSG funding is not available for the MSA.
  • SkillsFuture Credit cannot be used for the MSA.

 

Retake Policy (Effective 1 August 2026)

Candidates who do not pass the Mediation Skills Assessment (MSA) after two attempts will be required to retake Strategic Conflict Management for Professionals Module 2 (SCMP 2) before they are eligible to attempt the MSA again. No exemptions, waivers or exceptions will be considered.

Upon re-completion of the required training programme, the applicant will be given a new two-year eligibility period, during which they may make a maximum of two (2) further MSA attempts.

Cancellation / Postponement Policy 

The following fees and conditions apply to requests to postpone or cancel a Mediation Skills Assessment (MSA) booking.

More than 14 calendar days before the assessment Rescheduling/ cancellation is permitted. Booking fee: S$160.23 Cancellation is permitted. The assessment fee paid will be refunded, less:
• non-refundable booking fee: S$160.23; and
• administrative fee: S$21.80

Example: S$1,068.20 − S$160.23 − S$21.80 = S$886.17 will be refunded.
14 calendar days or less before the assessment, with valid reason
14 calendar days or less before the assessment, without a valid reason Rescheduling/ cancellation is not permitted. Full assessment fee must be paid to secure a new slot No refund will be provided.

Valid reasons may include:

  • Medical leave on the Training Assessment day;
  • Court hearings on the Training Assessment day; or
  • Compassionate grounds.

Pre-requisite

  • Interested applicants must complete the Strategic Conflict Management for Professionals (Module 2), and the registration for the Mediation Skills Assessment must be made within two years from the end of Module 2.

Exemptions

  • Applicants who have completed an advanced 3-day mediation training programme conducted by SMC within the last 2 years may register for the MSA without completing SCMP Module 2.
  • Exempt applicants are encouraged to attend SCMP Module 2 and will receive a 15% discount on the course fee.
  • No exemption is available for applicants who completed the Mediation Advocacy Elective under the Preparatory Course leading to Part B of the Singapore Bar Examinations.
  • Applicants for the Family Mediation Certification Assessment must complete Modules 1 and 2 of the Family Mediation Certification Programme.
SMC Accreditation & Panel Appointment
Under SMC’s accreditation policy (effective 1 July 2015):
  • Candidates who complete pass the Mediation Skills Assessment (MSA) may describe themselves as an SMC Accredited Mediator.
  • Becoming an SMC Accredited Mediator does not automatically place you on SMC’s Panel of Associate Mediators.
  • Candidates who demonstrate exceptional performance during the training and assessment may be invited to attend an interview.
  • Successful candidates may then be invited to join SMC’s Panel of Associate Mediators. Please note that appointment to the Panel does not guarantee that mediation cases will be assigned.
  • Candidates who completed SCMP Module 1 before 1 July 2015 and subsequently completed SCMP Module 2 and passed the MSA within the prescribed timeframe are not affected by this policy.

 

 

 

 

 

 

 

 

Important Retake Policy (Effective 1 September 2026)

Candidates who do not pass the MSA after two attempts must retake SCMP 2 before they are eligible to attempt the MSA again. No exemptions, waivers or exceptions will be granted.

Candidates who pass the Mediation Skills Assessment (MSA) may call themselves an SMC Accredited Mediator. Those who want to further their mediation practice by becoming internationally certified, may then apply to become a Qualified Mediator with the International Mediation Institute. Only participants who complete Strategic Conflict Management for Professionals (Module 1) after 1 January 2019 are eligible to be considered for this application.

Please note that passing the Mediation Skills Assessment (MSA) will allow you to describe yourself as an SMC Accredited Mediator. This does not guarantee emplacement on SMC’s panel of Mediators.
